Looking closely at the photo, it’s from DNA Magazine (http://dnamagazine.com.au), Australia’s best selling Gay magazine.
A bit of investigation from the site shows the scan was from the Grooming section of issue 114, while the photoshoot was originally used in issue 103. The model is Will Fennell (http://www.willfennell.com.au) who is there grooming and beauty expert. He’s also hot!

Hey mate, great blog, keep up the good work!!! The guy’s name is Will Fennell. He used to be the grooming guy on the Aussie version of “Queer Eye for the Straight Guy” a few years back.

His name is Will. (though I think it has a french spelling)… I see him at the gym a lot, he had a personal grooming column at one point in a local publication… will look and see if he is still writting them and send any link included.
That is Will Fennell, he writes the grooming column for DNA magazine.
